VNAA Supports Legislation to Empower NP: VNAA Members Take Action

The Home Health Care Planning Improvement Act (HR 2504) was introduced on June 26 by Representatives Allyson Schwartz (D-PA) and Greg Walden (R-OR) with strong support from VNAA. Co-sponsors are needed for this legislation which would allow nurse practitioners (NP), physician assistants (PA) and other specific advanced practice health professionals to order home health services and conduct the face-to-face encounter for their Medicare patients.

MORE ABOUT:The Home Health Care Improvement Act is bi-partisan legislation introduced by Allyson Schwartz (D-PA) and Greg Walden (R-OR) which would instruct the Centers for Medicare and Medicaid Services (CMS) to allow Nurse Practitioners (NPs), clinical nurse specialists (CNSs), certified nurse midwives (CNMs), and physicians’ assistants (PAs) to certify Medicare home health plans of care.
  • NPs, CNSs, CNMs, and PAs are playing an increasing role in the delivery of our nation’s health care, especially in rural and underserved areas.
  • Many state laws and regulations authorize NPs, CNSs, CNMs, and PAs to complete and sign physical exam forms and other types of medical certification documents.
  • NPs and PAs are currently reimbursed for providing physician services to Medicare patients, including certifying Medicare eligibility for skilled nursing facility services and signing Certificates of Medical Necessity required filing a claim for home medical equipment under Medicare.
