CMS Delays Releasing Final Payment Rules, Including the CY 2014 Home Health PPS Rule

Proposed changes to the Medicare Home Health Prospective Payment System under “rebasing” would cut reimbursements by 14 percent over the four-year phase in period.  It was anticipated that the final home health regulations would be issued on November 1 but Centers for Medicare and Medicaid Services recently announced:  
“Although we are still assessing the impact of the partial government shutdown on completion of the calendar year 2014 Medicare fee for service payment regulations, we intend to issue the final rules on or before November 27, 2013, generally to be effective on January 1, 2014. “

The delay gives home health advocates more time to present their case to policy makers and elected officials against these damaging cuts to Medicare’s home health benefit.  VNAA will provide an analysis of the final rule shortly after it is issued.
